Skin of the Sea Kings

The wielder of this artifact may force a contested rulership check instead of moving in battles with a naval unit's owner in order to sink it within a war session. For each time this ability is successfully triggered within a war session, the wielder suffers a -3 to their next attempt to use this artifact. If the owner of the targeted naval unit is Ethereal Flow this penalty is reduced to -2. Upon sinking four naval units within a single war session, reset the penalty.
